[ELDK] pcap library and tcpdump in ELDK

It looks like you're right.  I was able to build tcpdump directly on my
target, so something must have gone wrong during the "configure" phase
of cross-compiling the SRPM that caused the Makefiles to think that they
needed this header file.

For now, I'm just going with the compiled-on-target executable.
Hopefully I'll have some spare time to try to get the cross compilation
of the SRPM to work later.

As far as I understand this is only needed  for  multi-arch  systems,
but  we  don't  support ppc and ppc64 within the same set of tools so
there is no need for such a split.
