CONFIG_BOOTARGS gives just the default setting  (initial  value)  for
bootargs.  If  or how this gets passed to the Linux kernel depends on
the architecture;  for  example  on  ARM  CONFIG_CMDLINE_TAG  may  be
needed, on PowerPC it does not mean anything.
