[U-Boot] [PATCH] [NEXT] config.mk: move CONFIG_SYS_TEXT_BASE definitions to board config files

There is a large number of config.mk files that contain only
CONFIG_SYS_TEXT_BASE definitions. Move these definitions to the
respective board config files and delete the (now empty) config.mk
files.
