[U-Boot] [PATCH v1 2/2] ARMv8: Disable fwcall when PSCI is enabled

When PSCI is enabled, we are expecting U-Boot which now act
as EL3 software will handle all the PSCI calls. We won't need
fwcall as no further HVC or SMC are needed.
