Ah, I looked through this and thought they were clock IDs. Speaking of which,
all your IDs (enum_gate_cfg etc.) are part of your public API. They need to
be unique (so you can't have overlapping IDs).

Actually, how does this driver differ from drivers/clk/stm32/clk-stm32mp1.c?
Does that driver not support the mp13? Can you add support without a separate
driver? Why is your driver named differently?
