[ANN] U-Boot v2022.01-rc1 released

Hey all,

Well, I'm a full week off here because I thought it was supposed to be
scheduled for today.  Whoops, that's on me.  I do think there's a few
more things to come in to prepare for the next release, but this is I
think largely it.

In terms of a changelog, 
git log --merges v2021.10..v2022.01-rc1
contains what I've pulled but as always, better PR messages and tags
will provide better results here.

So we're now looking at regular releases every other Monday, and with
final release on January 10th, 2022.  Thanks all!
