u-boot-extras repository

Hey all,

As part of some longer thread with Simon this past year I made the
https://source.denx.de/u-boot/u-boot-extras repository with the
intention that (at least) custodians would have write access and can
manage their own tooling under contrib/<handle>/ as it's quite common
for people to have some useful helper scripts that are useful at times.

As of now, everyone with a custodian tree should also have write access
to the repository as well.
