Define "easy". If you have a RH-7.3 box you can just  check  out  the
top-of-tree  of  the CVS version of the ELDK (which is a 3.1 beta) an
build it yourself.

Yes. As soon as we  think  there  are  no  real  problems  left.  Our
releases are defined by engineering, not marketing :-)
