This sentence makes no sense.

It's not the CPU which pan port U-Boot.  That  wuld  be  too  nice  a
thing. No, it's you, the programmer, who must perform the port.

Second, there are ARM-TDMI cores with and without MMU.

for your confirrmation: U-Boot runs perfectly fine  on  systems  with
and without MMU.
