"could", maybe. But this  would  break  compatibility  with  existing
systems. And I don't see any advantages of such an approach.

No. It may stay and serve as root file system as long as  the  system
is running (= forever).

Can't parse this. When the ramdisk is used  (by  the  Linux  kernel),
there is no trace of U-Boot left.
