I have no problems with just using:
#if defined(CONFIG_4xx) && defined(CONFIG_CMD_SETGETDCR)
here. But we had:
#if defined(CONFIG_4xx) && defined(CFG_CMD_SETGETDCR)
So this couldn't work.
