I felt the sequence (on PPC) is either:
kernel, cmdline, kdb, initrd

or

kernel, fdt, initrd

The reason being is that initrd doesn't need to be constrained to  
BOOTMAPSZ but cmdline, kdb, and fdt would/should be.
