Perhaps, your Ethernet driver is not properly configured.  Recheck these
definitions in your include/configs/tc870.h file:

#undef CFG_DISCOVER_PHY

I would pay special attention to CFG_DISCOVER_PHY.  Maybe the wrong
Phy is being configured?
