[U-Boot-Users] [PATCH] mips: If CONFIG_CMD_SPI is defined, call spi_init()

The mips architecture currently does not call 'spi_init()'
in the generic board initialization routine is CONFIG_CMD_SPI
is defined.

This patch rectifies that problem.
