[U-Boot] [PATCH] mpc83xx: don't disable autoboot

[Kim Phillips]

bootdelay set to -1 'permanently' disables autobooting, even if
bootcmd is specified.  Change to a positive value to allow
autobooting when a bootcmd is set.
