[U-Boot] [PATCH] [ELF_RELOC] arm: remove CONFIG_RELOC_FIXUP_WORKS in board config files

As this define is valid for all arm boards, this define is no
longer needed in board config files, as it is defined in
arch/arm/include/asm/config.h
