You should be able to do both, with the same results.

Yes, something like this is what is needed - when a board is moved
from the topl evel Makefile to boards.cfg, it should be removed from
MAKEALL as well, and a $(boards_by_soc ...) entry should take care to
pick up these boards from boards.cfg.
