Because it may be nice to have this separate, so you can change one and
leave the other in place?  Or download them separately, only if
needed?  etc. etc.

You can pass the command line there. as you can hard-code a command
line in the kernel image.

Guess how many U-Boot users actually do that, and how many _love_ the
flexibility they get from "bootargs"?
