Most of this file is copied from board/nvidia/common/board.c.

I wonder if we should move some of this to arch/arm/cpu/armv7/tegra-common?

This one is duplication also but since the high-level pinmux stuff is
yet to come, I am fine with it. When we switch over we can refactor
this.
