[U-Boot] [PATCH 1/2] tegra: Remove unnecessary CONFIG_SYS_NAND_BASE

Now that we are using the new CONFIG_SYS_NAND_SELF_INIT setup, we don't
need CONFIG_SYS_NAND_BASE. Punt it.
