[U-Boot] [PATCH 3/3] arm: rmobile: Add support lager board

The lager board has R8A7790, 2GB DDR3-SDRAM, USB,
Ethernet, and more.
This patch supports the following functions:
- DDR3-SDRAM
- SCIF
- QSPI
- Ethernet
