[U-Boot] [PATCH] patman: Make "Reviewed-by" an important tag

[Doug Anderson]

Although "Reviewed-by:" is a tag that gerrit adds, it's also a tag
used by upstream.  Stripping it is undesirable.  In fact, we should
treat it as important.
