[U-Boot] Removing the need for boards.cfg

It is. But it just takes long to generate boards.cfg. I am wondering if you have a better way.

I think "./MAKEALL -a powerpc" or "./MAKEALL -a arm"
is still working as it was.

Isn't it on your machine?
