Yes, the sunxi spl uses the i2c bus to program the pmic
voltages before enabling dram.

Yes this is all done in the "[PATCH 1/5] mvtwsi: convert to CONFIG_SYS_I2C framework"

Renames CONFIG_I2C_MVTWSI to CONFIG_SYS_I2C_MVTWSI
