[U-Boot] [ANN] U-Boot v2016.01-rc3 released

Hey all,

I've pushed v2016.01-rc3 out and it should be everywhere soon.

So, with this I think I've got everything in that I should have picked
up already and have now merged.  At this point I'm going to ask that
things be either a bug fix (not saying it has to be critical, but it has
to fix something already in tree) or _very_ self contained.  Thanks all!
