[U-Boot] [PATCH v2 06/11] common/board_f: factor out reserve_stacks

Require each architecture to provide an arch_reserve_stacks() function to
setup the required stacks for the architecture.

This patch is _not_ fully compile tested for all ppc/arm boards!
