The error handling is somewhat inconsistent:
No output if code 0xD800-0xDBFF is the last word.
Output '?' for 0xDC00-0xDFFF where not expected.
Output extraneous '?' for 0xD800-0xDBFF not followed by 0xDC00-0xDBFF.
