It is very unlikely that the 4K that you load is the SPL.
It may be a bl1 image, which is crafted by SoC vendor and needs to be
signed.
I can only recommend looking on the old u-boot from the board BSP and
check what is going on.
IIRC the s3c2440 is not supported by u-boot anymore.
