Based on Richard Hu's work from Technexion's U-Boot tree.

Changes since v4:
- Use the existing mx6dq_dram_iocfg() for configuring the DDR IOMUX, still
uses a custom spl_dram_init_imx6qp_lpddr3() function because mx6_dram_cfg()
does not give stable results.
