[U-Boot] [PATCH 2/2] arm: imx8qxp: build u-boot-dtb.cfgout before checking files

Build u-boot-dtb.cfgout before checking files, otherwise
u-boot-dtb.cfgout is generated at late stage and cause final image not
generated.
