[U-Boot] [PATCH v2 14/58] vme8349: Migrate to CONFIG_TARGET_VME8349

CONFIG_TARGET_VME8349 can replace CONFIG_VME8349. Hence, replace
CONFIG_VME8349 with CONFIG_TARGET_VME8349, and remove CONFIG_VME8349.
