NAK.  I disagree with your assessment.

cat .config | grep BLK
CONFIG_BLK=y
CONFIG_SPL_BLK=y

Like the other board, I think you're looking for CONFIG_DM_BLK when
you should be looking for CONFIG_BLK which is dependent on DM
