[U-Boot] [PATCH v2 08/13] efi_loader: EFI_SIMPLE_TEXT_INPUT_EX_PROTOCOL

This patch implements the EFI_SIMPLE_TEXT_INPUT_EX_PROTOCOL.

The implementation of notification functions is postponed to a later
patch.
