[U-Boot] [PATCH 1/1] efi_loader: parameter check CreateEventEx()

CreateEvent() and CreateEventEx() should check that a notify function is
provided for either of EVT_NOTIFY_SIGNAL or EVT_NOTIFY_WAIT.
