[U-Boot] [ANN] U-Boot v2019.07-rc1 released

Hey all,

It's release day, and here is v2019.07-rc1.  There's a few things that I
still want to see come in, from my own queue, and I know there's also a
few PRs to be made still too.  So I expect this week to still be
relatively busy.  But after that, things should settle down.

In terms of a changelog, 
git log --merges v2019.04..v2019.07-rc1
looks pretty good but the content there varies based on what was given
to me in the PR.  So please, the more details in the request the better!

I'm also going to note here that we now also have both
"u-boot-custodians" and "u-boot-maintainers" lists for custodians and
board maintainers.  These are low volume and intended to make it easier
to get ahold of maintainers so that things like DM conversions and so
forth aren't a surprise, in the future.

I'm planning on doing -rc2 on the 13th and -rc3 on the 27th of May with
-rc4 on June 10th and -rc5 on June 24th with the release scheduled on
July 8th.  Thanks all!
