[U-Boot] [PATCH v3 08/17] clk: agilex: Add clock driver for Agilex

Add clock manager driver for Agilex. Provides clock initialization
and get_rate functions.

Rename stratix10-clock.h to socfpga-soc64-clock.h.

stratix10-clock.h is from Linux commit ID 	89727949ea1e.

to downstream logic
