[U-Boot] [PATCH v4 2/6] clk: sifive: Sync-up WRPLL library with upstream Linux

Now that SiFive clock driver is merged in upstream Linux, we
sync-up WRPLL library used by SiFive clock driver with upstream
Linux sources.
