Please send the support to mainline kernel first, or else it does not
help much only support

The TPL is default enabled for RK3328 SOC, you should able to get the
tpl/u-boot-tpl.bin after build,
you can reference to configs/evb-rk3328_defconfig if anything is not clear.
BTW: please use patman to send the patch so that we can get correct
patch version in the subject.
