Looks like this requires a newer toolchain in CI than we have been
using:

Can you point me at something?  I could make a guess off of
https://github.com/foss-for-synopsys-dwc-arc-processors/toolchain/releases/
but I'm not sure if we should use the rc toolchains or not.  Thanks!
