[PULL] u-boot-mips fixes for v2021.01

Hi Tom,

please pull some bugfixes and some minor updates for compatibility with
the Marvell Octeon MIPS64 boot header. Although this adds a new tool,
everything is small and isolated to MIPS/Octeon.
