[PATCH v8 1/7] riscv: cpu: fu740: Add support for cpu fu740

Hi Leo,

It failed to compile ./drivers/pci/pcie_dw_common.c. And the file is not
included in this patch actually. I guess the CI has the "-Werror=format"
in CFLGAS and hits the error. But I do see lots of warnings without "
-Werror=format" option. Loop Neil here and see if he can help on to fix
those warnings.
