I want to have a single binary to distribute with Linux distros (e.g.
Debian/Ubuntu package u-boot-tools).

This should allow both

- create signed capsules
- create unsigned capsules

The user shall select signing via command line parameters.

Support for signing via the tool shall not depend on board Kconfig
parameters.
