[PATCH 01/14] mips: mtmips: add support for MediaTek MT7621 SoC

This patch adds support for MediaTek MT7621 SoC.
All files are dedicated for u-boot.
Currently only ramboot is supported.
The default build target is u-boot-lzma.img.
This file can be booted using bootm command, or be used as a payload of the
SDK preloader of MT7621.
