[RFC] libretech-cc: Disable CONFIG_NET_RANDOM_ETHADDR

This board has a persistent ethernet MAC address and does not enable USB
gadget ethernet support, so does not require this functionality. Remove
it.

it seems many boards are enabling CONFIG_NET_RANDOM_ETHADDR and don't
need it. I have a libretec-cc (v1, not v2). Given a "nowhere"
environment and persistent ethaddr before/after this change on my board,
I believe this isn't needed here. I suspect it's not needed on a whole
host of amlogic boards I don't have as well.
