[PATCH 04/18] Convert CONFIG_EHCI_DESC_BIG_ENDIAN et al to Kconfig

This converts the following to Kconfig:
   CONFIG_EHCI_DESC_BIG_ENDIAN
   CONFIG_EHCI_MMIO_BIG_ENDIAN
