[PATCH 07/20] Convert CONFIG_SYS_EMIF_PRECALCULATED_TIMING_REGS et al to Kconfig

This converts the following to Kconfig:
   CONFIG_SYS_EMIF_PRECALCULATED_TIMING_REGS
   CONFIG_SYS_AUTOMATIC_SDRAM_DETECTION
   CONFIG_SYS_DEFAULT_LPDDR2_TIMINGS
