[PATCH] arm: socfpga: Add handoff data support for Diamond Mesa

Diamond Mesa support both HPS handoff data and DDR handoff data.
HPS handoff data support re-use Straix10 and Agilex code. DDR
handoff data is newly introduced in Diamond Mesa.
