[PATCH v2 087/169] Correct SPL use of FASTBOOT_MMC_USER_SUPPORT

This converts 1 usage of this option to the non-SPL form, since there is
no SPL_FASTBOOT_MMC_USER_SUPPORT defined in Kconfig
