EDK2's VariableServiceQueryVariableInfo() in
MdeModulePkg/Universal/Variable/RuntimeDxe/Variable.c has different
attribute requirements at runtime than at boot services time.

I guess QueryVariables() should return EFI_INVALID_PARAMETER whenever
SetVariables() does.
