[PATCH 04/10] doc: Quote all long form options using double ticks in tools/buildman/buildman.rst

The Unicode character commonly referred to as a "tick" or "check mark"
is U+2713 (✓).
Unicode calls the character U+0060 grave accent. Sphinx documentation
refers to it as backtick.
Otherwise the change looks ok.
